IPC Dog Services offers a range of expert services nationwide. Where possible costs of these services are given, however some work may be more specialist or bespoke and a quote required so please do get in touch to seek advice.
Ian has been a court accepted expert witness since 1992. He has examined several thousand alleged prohibited type and dangerous dogs and is court accepted in the identification of pit bull terriers, Japanese tosas and dogo argentinos. He has given expert evidence at both Magistrates and Crown Court in over 250 cases in dog related matters.
S1. Dangerous Dogs Act 'Type' examination. This is to determine if the dog is actually of a 'prohibited' type under the legislation, it will include a full expert report , photographic evidence and a report on suitability for inclusion on the 'Index of exempted dogs' if necessary.
Ian has succesfully challenged 'type' on several occasions with CPS withdrawing charges prior to trial.
'Behavioural' examinations can also be undertaken ,these will include a full written assesment of the dogs behaviour for use in Court. Often useful post conviction when 'danger to public safety' is being decided upon by a Court
S3 Dangerous Dogs Act 'Dangerously out of control', a forensic assesment of all the circumstances leading up to an inury by a dog can be undertaken, including the roles played by both dog and victim. It will also include assesing the dog and home environment.
Ian has accepted more than 200 instructions from defence teams in the last three years, as well as regularly producing reports for the prosecution and is fully conversant with the Criminal Procedures Rules governing 'expert evidence'
He can also give expert evidence on the use of police dogs, tracking evidence etc.

Fostering, adoption and child minding panel assessments
Ian can produce reports on family dogs for fostering and adoption panels, as well as producing reports for social services on family pets in child minding homes.
Ian has a great deal of experience both in the formulation of kennel contracts and ongoing kennel management on behalf of seizing authorities, ensuring compliance with all relevant legislation. He was responsible for the kennelling of dangerous and prohibited dogs in London (up to 480 dogs housed in nine different kennels) .

Producing kennel contracts
Service to provide assessment of needs for the commissioning authority and dogs, as well as drafting of contracts for tender. This will include ensuring the contracting authority is fully aware of their legal liabilities under relevant legislation, including the Animal Welfare Act 2006, balancing legal compliances with ensuring good value for money.
Kennel auditing for commissioning authorities
Service to review and assess kennels currently used (or identified within a tendering process) by local authorities and police. Ensuring there are effective systems to monitor dogs being kept that are compatible with current animal welfare legislation and licensing requirements; that they ensure continuity of evidence; and that audit trails and systems exist to keep kenneling times to a minimum.
Kennel auditing for private kennel owners
Service to assist private kennel owners who may wish to bid for public and private sector contracts. Reviewing and assessing kennels for compatibility with current animal welfare legislation and ensuring there is provision of suitable practice and management regimes to ensure an effective working relationship with such bodies.
